One question to consider is whether there is ever a circumstance when campaigns should seek to minimize participation? The answer is no. There is no circumstance in which low levels of participation are preferable to high levels. According to Chenoweth and Stephan:

Over space and time, large campaigns are much more likely to succeed than small campaigns. A single unit increase of active participants makes a campaign over 10 percent more likely to achieve its ultimate outcome. Consider [Figure 16], which shows the effects of number of participants per capita on the predicted probability of campaign success. The trend is clear that as participation increases, the probability of success also increases.30
